Even the National Institute on Alcohol Abuse and Alcoholism (NIAAA) is getting in on the harm reduction act. In fact, for heavy drinkers, or any drinkers, reducing the amount consumed is a benefit. Requiring abstinence can scare people away from treatment altogether, and those are generally the people who need it most.
