Abstract

This article traces the origin and deployment of a set of operational networks that were formed, during World War II, with the explicit aim of cultivating a favourable environment for the United States in the Latin American press. Coordinated by a state agency, the Office of Inter-American Affairs (OIAA) or "Rockefeller Office", these networks served as a link between public and private sectors and, as such, facilitated the mobilization of power resources beyond the realm of the state for the purpose of creating incentives and disincentives aimed at influencing editorial orientation related to issues relevant to US foreign policy. In order to reveal the impacts and also the limits of such a deployment of power, this article focuses on the particular case of the Colombian press, analysing primary sources such as foreign and local press articles, as well as the OIAA archives.
