Abstract
- Public administration must improve the quality of service delivery and pay attention to citizens' requests. Local governments are the democratic institutions most accessible to the populace. Given the wide range of services provided by local governments, especially metropolitan municipalities, and the size of the territory serviced, cost-benefit analysis is essential in Turkey. Performance management, which incorporates the idea of economic rationality into public administration, assesses how well local-scale services meet citizen requests. The quality of local public servants' work plays a significant role in the successful implementation of performance management. This study uses Kocaeli Metropolitan Municipality as an illustration to demonstrate how local public employees approach performance management. It has been selected 350 public employees from Kocaeli Metropolitan Municipality for the study using a straightforward sampling technique. It has been analyzed the statistical data using one-way ANOVA, one-way regression, Pearson correlation, standard deviation, and common frequency techniques. The results demonstrate that local government employees generally support performance measurement applications. For this reason, programmes for in-service training are required, which will start the process of transformation by hiring professionals. The appraisal of performance must be grounded in a pluralistic viewpoint and factored into procedures related to discipline, compensation, promotion, and reward. At the local level, democratic and participatory practises are expected to yield better performance outcomes. [ABSTRACT FROM AUTHOR]
