Abstract
- The article reports on the plan of state and city officials in Portland, Orgeon to bring back drug decriminalization law in a bid to revive the city amid rising overdoses. The proposal include a ban on public drug use, greater police resources to deter drug distribution, moratorium on taxes and other tax relief for businesses, and increased services for the homeless. It raises concerns of advocates over the plan to bring back criminal penalties and the arrival of fentanyl and methamphetamine.
