Abstract
- The article describes the background of Manuel Rocha, a former U.S. ambassador indicted for allegedly working for Cuba's spy services for decades. According to federal prosecutors, Cuba's intelligence agency recruited Rocha in Chile in the 1970s during the height of the Cold War. His 21 years in government supposedly allowed him to influence foreign policy underhandedly and access classified information that would be very valuable to Cuba and its allies.
