Abstract

This paper is a preliminary review on the role of ICT innovation for disaster management and resilience. The systematic review is used as a means of reviewing the literature in a rigorous manner. Inclusion and exclusion criteria are determined by considering the type of publication, language, and publication year—potential publications identified in Scopus academic database. Data analyzed descriptively and thematically with the assistance of MS Excel and NVivo 12 qualitative software. The findings show that publications on ICT utilization for disaster management and resilience involve a highly diverse scientific discipline. It is evidenced that ICT holds various important roles in all stages of the disaster, including in the form of mapping, gathering information, communication as well as decision making. In contrast to the pre-crisis and post-crisis stage, which mostly discusses the role of formal authority, discussion in the crisis stage predominantly discusses the role of citizens.
