For measuring the effectiveness of a happy river building, searching the problems faced by a happy river building and exploring a new path for a happy river building within the framework of economic and social development, this paper explored the multi-level connotation of happiness through river ethics, Marxist view of happiness and Xi Jinping thought on ecological civilization. This paper, basing on analyzing the development direction and specific requirements of the modernization of the national governance system and governance capacity, focusing on the characteristics of social governance such as process, harmonization, diversity and interaction, simultaneously focusing on the modernization degree of governance system and governance capacity and governance effectiveness from the four perspectives of structure, process, function and service, built the evaluation index system of a happy river, which could provide a new method and path for comprehensive evaluation of regional water governance work from a broader perspective.
