Abstract

As an effort to increase cross-border access to the Indonesia-Malaysia border, the Sei Kelik PLBN State Border Post will be built in Sintang Regency, West Kalimantan Province. To expedite the flow of passenger and goods transportation at PLBN, it is necessary to build an International Freight Terminal (TBI). For the construction of TBI, a feasibility study is needed to consider whether the terminal can be built immediately, postponed, or canceled. The completion of this feasibility study is carried out in stages, starting with data collection, for determining alternative locations until some alternative site locations are obtained, both inside and outside the PLBN. To determine the location of the selected site, site selection is carried out through a SWOT analysis and weighting of several criteria such as location accessibility, conformity with existing spatial plans and local, regional, and national transportation system plans, technical aspects, environmental aspects, and political aspects. For the selected site location, an economic and financial cost-benefit analysis (CBA) was then carried out, the results of which can be concluded that for the construction of TBI Sei Kelik a minimum of 2 hectares of land is required, with a construction cost of Rp. 76,256,104,593, - for the construction of TBI Sei-Kelik. This is not urgent to be built for at least the next 5 years, because the potential volume of goods can still be served by PLBN Aruk Sambas, Entikong, and Nanga-Badau, which are already operating in West Kalimantan Province, and are waiting for the operation of the Batu Lintang Post in Lachau, Sarawak, Malaysia.
