Abstract

Presenteeism, which refers to the situation in which employees cannot perform fully despite being at work, is an important problem for both employers and employees. Flexible working practices are discussed in the present study as one of the decisions that can be made to prevent presenteeism, which causes a general loss of productivity. Flexible working models, which have become widespread especially during the Covid-19 epidemic, have also been applied in the public sector. The current study was conducted with the aim of investigating the absenteeism of public employees, their perceptions of flexible working, and the relationships between these two. The study was conducted with the assumption that flexible working practiceshave a negative effect on presenteeism. In this context, a totalof 385 individuals were selected from the population of 33'000people working in the central and provincial organizations of a public institution using the convenience sampling method. The primary data collected via the questionnaire was analyzed using the SPSS, version 26. Results shows that the public employees in the sample found the flexible workingpractices in their institutions insufficient, they had the presenteeism problem, and they belived that the flexible working practices had a diminishing effect on the problem of absenteeism.
