Analysis of strategic issues to improve the welfare of fishermen in West Aceh during the Covid-19 pandemic (Case study of fishermen in Samatiga sub-district).

This research purpose is to analyze strategic issues that can be used as input for the local government of West Aceh for improving the welfare of fishermen, especially in Samatiga sub-district. This research uses qualitative methods through observation, interviews and combined with literature study. This study uses the theory of SWOT analysis. The results there are eight strategic issues, namely Increasing the economic empowerment of fishermen through fishing groups, Optimizing fishermen's cooperatives, Optimizing human resources to improve the welfare of fishermen, budget efficiency, Increasing supervision and evaluation of fishing groups and cooperatives by optimizing Human resources and stakeholder cooperation, Optimizing supporting facilities and infrastructure, Optimizing collaboration with the private sector, universities and mass organizations and optimizing fish storage, marketing, and processing management and Increasing the involvement of fishermen groups and Laot commanders in fishing.
