Abstract

In Iran, annual floods pose a significant risk to villagers, particularly in the housing sector, leading to substantial damage. Recognizing the high vulnerability of rural housing to floods, it is essential to focus on physical resilience. This study aims to explore optimal strategies for enhancing the physical resilience of rural housing in flood-prone areas. The research methodology employed a descriptive-analytical approach, combining documentary studies and field surveys. Nine villages in Dargaz city, identified as the most susceptible to floods, were selected as the sample. Data analysis was conducted using two strategic planning tools, namely SWOT (Strengths, Weaknesses, Opportunities, and Threats) and QSPM (Quantitative Strategic Planning Matrix). A questionnaire was completed by 25 rural experts, including Dehyar and members of the village Islamic council, based on their expertise in using these tools. The initial exploratory studies revealed 14 strengths and opportunities as advantages, as well as 18 weaknesses and threats as constraints in achieving physical resilience of rural housing against floods. The final scores of IFE (Internal Factor Evaluation) and EFE (External Factor Evaluation) were 2.46 and 2.41, respectively. Consequently, "Defensive strategies" emerged as the primary focus for enhancing the physical resilience of rural housing, with the overall goal of reducing system weaknesses and neutralizing threats to ensure survival. Through analysis using the QSPM matrix, the strategy of "Increasing residents' knowledge and awareness of the principles of standard construction in flood-prone areas" obtained the highest score of 2.637 and was selected as the first strategy to be implemented.
