Abstract: The article discusses the kidnapping of Ralph Senecal, owner of private ambulance firm in Port-au-Prince, Haiti in September 2023 by gang called 400 Mawozo. Topics discussed include rise in violent crime in Haiti following assassination of President Jovenel Moise in 2021, international community called by Prime Minister Ariel Henry to send specialized armed force to combat the gangs, and Haitian government weakened by inefficiency and corruption.
