Abstract

To optimize administrative management processes in the municipalities, it is necessary to have more training for civil servants so that they can redistribute resources more efficiently. The municipal revenue model for the State of Mexico in 2020 showed that: 1) The population and real estate cadastral value variables were determinant in explaining total public revenues-following in significance the municipal GDP; 2) Cadastral value explains with high significance the amounts collected in municipal revenues and taxes in the State of Mexico, thus, as cadastral properties have a higher value, it would result in increases in municipal revenues and taxes-while the population variable explains, in the inverse sense, these two figures, resulting in that, with increases in population, there would be decreases in municipal revenues and taxes; 3) There is no fiscal laziness since the resources obtained from federal participations do not discourage the collection of local taxes.
