Abstract

This article analyzed the relationship between the long history of segregation to which people with disabilities were subjected during their schooling processes in Brazil and the Special Education scenario, based on a case study in Ouro Preto/MG. In this analysis, we verified legal documents and public policies, in addition to enrollment data obtained from the Basic Education Census, between 2007 and 2020, which made it possible to perceive that APAE's performance in serving students with disabilities remains hegemonic, despite the transformations paradigms that occurred in Brazil and the increasing number of enrollments in other education networks. According to IBGE data from 2010 (revised in 2018), 6.7% of the population has some type of disability. There are about 14 million Brazilians, an expressive number, however, on a daily basis, it is not difficult to find discourses and attitudes that reinforce the exclusion of people with disabilities, reaffirming capableist attitudes.
