Abstract

In times of crisis, whether economic or social, the achievements of marginalized parts of society are questioned by different agents in the context of social interactions. In Brazil, the debate around efficiency and austerity in public spending tries to legitimize a perverse narrative that treats reparation policies as assistentialism and calls into question the consolidation of citizens' rights. Therefore, it is relevant to carry out studies that stimulate reflections on this theme, with a view to supporting discussions in the area of Public Policies. This article aims to identify and understand structural elements that interfere in the process of affirmative public policies in the Brazilian State, evidencing historical, social and political reasons. It is a theoretical essay that runs through the concepts of race, class, public policy and affirmative policies in the Brazilian context, based on the State and Society literature.
