Abstract
- Prerequisites of research. As of year-end 2019, the wear of water supply networks reached 62% in Domodedovo urban district. High wear causes leakage losses in utilities networks, reduces the efficiency of heat and power equipment, and boosts the rate of accidents. Having analyzed the condition of utilities and the practice of public-private partnerships established to modernize the utilities infrastructure, the co-authors studied the potential application of concession mechanisms, that encompass the funding (subsidies) from the State Corporation "The Support Fund for the Reform of the Housing and Utilities Sector". The purpose of the research. The purpose of the research is to assess the efficiency of a project utilities modernization project implemented in Domodedovo urban district through the application of a concession mechanism that entails the funding (subsidies) from the State Corporation "The Support Fund for the Reform of the Housing and Utilities Sector". Methods. The research methods include the logic analysis of the legislative and regulatory framework and methodological regulations of concession agreements on utilities infrastructure, methods of evaluation of the economic efficiency of projects, the economic analysis of costs and financial flows, contributed to actions on the modernization of the utilities infrastructure. Results and novelty. The co-authors have proven the applicability of public-private partnerships in the course of the implementation of actions focused on the comprehensive resolution of current problems of utilities wear and tear in Domodedovo urban district. The co-authors have justified the choice of an optimal mechanism of modernization through concession that involves the funding (the subsidy) from the State Corporation "The Support Fund for the Reform of the Housing and Utilities Sector".
