Abstract

The article analyzes the educational policy of the New Mexican School (NEM) and the different interpretations it has generated. It emphasizes that educational policy goes beyond the implementation of normative documents and focuses on the complex process that goes beyond institutional and legal dimensions. Stephen Ball's work on the policy cycle is mentioned, and it is argued that educational policies are textual interventions in practice that seek to generate changes in the daily life of schools. It is mentioned that the NEM is the product of a constitutional reform of partisan agreement and that it maintains some continuity with the Educational Reform of 2013. The text analyzes the Educational Reform of 2019 in Mexico, highlighting that the intellectual production of this reform was carried out by educational experts and representatives of civil organizations linked to opposition parties. It is mentioned that the initiative of the opposition parties had more influence on the constitutional changes than the president's proposal. In addition, some normative controversies are discussed, such as the change in the concept of educational quality to excellence and the treatment of standardized tests. It is also mentioned that the new educational law was enacted in January 2019 and that there was inter-party agreement for its creation. The document mentions that the results of the PISA and PLANEA tests are strategic parameters for evaluating the fulfillment of educational objectives in Mexico. Despite the criticisms, the importance of these tests as mechanisms for producing information is recognized. The PISA test was carried out in the country with an application window from April 27 to May 31, and the results will be released this year. In addition, a strategic change in educational bureaucracy is mentioned with the departure of Esteban Moctezuma and the arrival of Delfina Gómez as head of the SEP. On the other hand, the article talks about the New Curricular Framework 2022 and its progressive and radical proposal, which has received criticism and accusations from conservative sectors. Despite financial and structural limitations, the Framework presents relevant elements in the approach to official knowledge in education. The article discusses the implementation of the Common Curricular Framework (MCC) in the Mexican teaching profession. Although there is still some confusion about its implementation, Indigenous Education teachers have received the proposal with pleasure and have organized themselves to make it operational for the benefit of the communities where they work. Educational policy entails a discourse that generates "truth" and "knowledge" and defines what can be said and thought in the educational field. The New Mexican School (NEM) has been proposed as an example of educational change and has permeated different layers of the educational system thanks to a dissemination campaign by the Federal Government. President AMLO has played a fundamental role in consolidating the discursive power of the NEM and has managed to maintain consensus among the different formations of the national teaching profession. In addition, the NEM seeks to overcome neoliberalism in education and revalue the teaching profession. The article analyzes the educational regulations of the 4T in Mexico and how criticism of neoliberalism has permeated the educational field. The figure of the official Arriaga and his rhetoric in favor of a different education that responds to the interests of the communities is highlighted. Although a discursive framework that criticizes neoliberalism has been constructed, neoliberal practices still persist in education. In addition, the revaluation of the teaching profession by the current government is mentioned, although concerns about union democracy and the labor regime of teachers persist. The influence of managerial logics in the digital transformation of education is also noted.
