Abstract

The middle reaches of the Yellow River is an important national ecological function area and energy base. It is an arduous task to prevent and control soil erosion and protect ecology. In view of the problems of large quantity of soil and water conservation supervision work area, insufficient supervision ability and weak timeliness of traditional supervision way in the Yellow River Basin, this paper puts forward some countermeasures for establishing the pilot demonstration zone of high quality supervision of soil and water conservation in the contiguous area of Shanxi, Shaanxi and Inner Mongolia, and probes into its working mechanism and mode: First, the goal of innovation management is to take the lead in implementing non-violation projects, Second, the goal of innovation cooperation is to jointly build a working system, and build a working mechanism with consistent goals, self-awareness of actions, and coordinated efforts, Third, the endogenous motivation of innovation, taking self-discipline as the core to promote the overall level of credit for soil and water conservation, Fourth, leaders at all levels, construction units, young people and the general public should improve the cognition and ability of ecological civilization in soil and water conservation to achieve the unity of knowledge and practice, Fifth, the connotation of innovation evaluation will be improved to comprehensively enhance the level of scientific and technological support, Sixth, digital empowerment, scientific classified management and innovative smart platform will enable production and construction projects to achieve smart technology guidance, smart tracking, smart early warning.
