The Shaanxi-Gansu-Ningxia Border Region was a relatively developed area in animal husbandry during the War of Resistance Against Japanese Aggression, but the development of animal husbandry in the border region was confronted with a series of challenges, such as livestock freezing to death due to cold, starving due to lack of fodder, dying from epidemic diseases, or dying due to poor management. Based on this, the border area government, through many measures, such as controlling and preventing the spread of epidemic diseases, banning the killing and export of female livestock, planting and promoting pasture, breeding and improving livestock breeds, advanced the increase of livestock stock in this area to some extent, pushed forward its development of animal husbandry, and made due contribution to the increase of fiscal revenue.
