Abstract

Along with the changing times that require development in various sectors, it creates a problem related to the environment, especially the conversion of green open space land. The concept of development planning is needed to minimize these problems. The research method used by researchers is a normative legal research method with a statutory and conceptual approach. The results of this study are that the concept of green open space (RTH) planning to support the balance of urban development is very important to minimize problems that arise as a result of future development. In the guidelines and utilization of Green Open Space (RTH) that the proportion of providing green open space area is as much as 30% of the total area consisting of 20% public green open space area and 10% private green open space area. The concept of providing for the utilization of Green Open Space (RTH) includes several stages including: planning, land acquisition, engineering design, implementation of Green Open Space (RTH) development, as well as utilization and maintenance. The planning for the development of 30% Green Open Space (RTH) which includes RTH for the Urban Sragen Area and RTH for the Urban Gemolong Area is carried out in stages by way of allocating land and requiring that each applicant for a permit for the construction of settlements, offices, or places of business must have green open spaces and water absorption.
