In order to realize the safe operation and long-term service of South-to-North Water Transfer Project (SNWTP), it is significant to avoid adverse effect led by abnormal state of open channel. Considering the fuzziness of evaluation index and one-sidedness of single method, the evaluation index system of open channel was established with objective analysis method. The improved extension-hierarchical analysis model was proposed to determine the subjective weights based on interval quantization in extension theory, then the subjective and objective weights were combined as fusion weight. The advantages of fuzzy comprehensive evaluation method and grey clustering evaluation method were assembled in order to build the grey-fuzzy evaluation method for open channel. Taking the open channel in the Middle Route of SNWTP as an example, the method and model established in this paper were utilized to evaluate its serviceability and the evaluation results prove their validity and feasibility, which can provide a basis for the operation and maintenance of the open channel projects in the Middle Route of SNWTP.
