Ottoman state benefited from ayans in matters of law enforcement, security and protection issues such as public order and protection of territory, preventing banditry, supporting the expeditions with the forces they can gather, protecting the crossing routes of the armies during the expeditions and adjusting equipments for the needs of the army. Tavaslızades, one of the leading Ayans, ruled in Denizli and Menteşe Sanjaks in the XIXth century. They caused many problems in the region in the century. The Tavaslızades had countinued their effectiveness in the new order and maintained their existence as bureaucratic power despite the restriction of their powers and the narrowing of their dominance with the new regulations brought by the Tanzimat. Ottoman state aimed to ensure that the people of the provinces lived in prosperity eliminating these powers with the Kanun-ı Esasi. However, these reforms planned with Kanun-i Esasi could not provide the expected development like the reforms designed with the Tanzimat Fermanı. Although detached studies have been carried out on the ayans, These studies has been ignoring the relations of the ayans with the civil servants in their regions, what kind of strife they were involved in, their passions and corruption during reign of Sultan Abdulhamid II. This study examines the deformation of the relationship between civil servants and landowners in the Ottoman bureaucracy during the reign of Sultan Abdulhamid and The situation of the Ottoman local government forces at the end of the XIXth century with a series of successive archival records about the Tavas Aghas who continued their existence as a power in and around Denizli.
