Abstract

The intensity of the relationship between politics and religion has varied over time. Political power can derive its legitimacy from divine or worldly sources. Whether the source of political power is divine or worldly changes the origin, scope and definition of the state. According to the idea of a divinely rooted state, the source of legitimacy is divine and is a reflection of the will of the omnipotent God. In the thought that the state is based on a divine origin, there is an effective understanding of power in the regulation of both this world and the hereafter. But in the state where the state is worldly and the needs of this world are met and the source of the legitimacy of the state is sought in this world, only the needs of this world are provided. According to these definitions, while the first definition expresses theocratic state; The second definition refers to the secular state. In the study, after giving the definitions of theocratic and secular state, it is aimed to examine Ibn Khaldun's theory of state. In Ibn Khaldun's theory of society and the state, the origin, definition and scope of the state will be examined.
