Although it was brought to the agenda within the framework of economic issues, the concept of development and the goal of sustainable development have become a multidimensional issue today. Sustainable development is a concept proposed to eliminate the problems that arise as a result of the one-dimensional approach to development. The sustainable development means continuity of development. Sustainable development depends on many factors. The United Nations lists the sustainable development goals under 17 headings. When these titles are examined together with their sub-titles, the importance of rights-based social policy practices for women as an disadvantaged groups is understood. The study examines the relationship between development and women on the basis of rights. In this context, the documents of the development plans were scanned with the keyword "women".In development plans, it has been seen that the issue of "women" is handled within the scope of gender-based inequality, gender-based discrimination, unpaid family labor and family and child care responsibility.
