The physical environment is led by urban planning that envisages a social structure in peace and well-being and a sustainable environment. One of the most important means of representing urban planning to space is the land readjustment, which directly affects the success of its implementation.The problems experienced in practice have been simplified to free land deductions at the ratio of development readjustment share instead of a holistic approach, and since the application approach is based on area rather than value the ratio has continuously increased. Consequently, practices could not become successful, besides, the relationship between the urban planning steps could not be well established. In this study, the changes in land readjustment processes and the development readjustment shares have been examined. It is suggested to apply a value-based approach considering that, by transferring the increase in the value created by planning to the public during the implementation process, sufficient resources can be created for public services and social justice can be achieved.
