Abstract

The European Council of Municipalities and Regions (CEMR) was established in 1951 as the European community with the widest representation in the local and regional context, constituting the European regional organization of the United World Organization of Cities and Local Governments (UCLG). The Council accepts local government associations at the national level as members. Turkey is represented in the council by the national delegation of the Union of Municipalities of Turkey. The Focus work of the council is known as the development of local government autonomy, decentralization, and citizen participation. Various crises that have occurred in the world in recent years have led the council to different policy areas. Migration and refugee influx to Europe are one of them. With the emergence of urban refugees, local governments, as well as national governments, are struggling with the challenges brought by new responsibilities. Therefore, councils like CEMR have undertaken the mission of guiding their members by issuing policy documents on migration. This study aims to reveal and analyze the strategies developed by the council on immigration policies. In the research, a qualitative content analysis method was made by scanning the policy documents on immigration, immigrants, asylum seekers, etc., published between 2000-2022. [ABSTRACT FROM AUTHOR]
