Abstract

Starting in the 1970s, the second wave of the women?s rights movement spread globally, transcending national borders. In the following decades, almost every country has responded with some type of women?s rights policy. However, most of this change has been largely symbolic. What makes some policies harder to implement than others? Why are some countries more successful with their implementation? In this paper I propose a policy process framework with two models for the better understanding of both policy formation and implementation. In both models I start from a dimension addressing how a given policy resonates with societal values. In the first model, a second dimension focuses on the different actors and mechanism necessary for policy formation. In the second model, the second dimension focuses on the potential strategies and resources possible for various women?s rights advocates acting and interacting to ensure implementation within their institutional environments.
