Abstract
- This paper investigates the effectiveness of voluntary gender quotas in German state legislatures between 1990 and 2000. It finds that while quotas did indeed increase the number of women present in state legislatures, quotas did not meet with equal success across the Laender. The political culture of a given state, over and above its political system, best explains the success or failure of voluntary gender quotas in this case. [ABSTRACT FROM AUTHOR]
