Abstract
- This paper discusses a specific type of deliberative policy analysis, viz. those that are to support the design of strategies for reflexive modernisation. It focuses on the consequences of the fact that, paradoxically, such design for innovations which include institutional reform, uavoidably takes place in an institutional arrangement that cannot be isolated from existing institutions. Drawing on several projects from a Dutch programme on sustainable lifestock systems (launched as a respobse to the animal food crises of the 1990s), the paper explores the implications of this problem. It draws lessons on more and less fruitful ways of dealing with them. [ABSTRACT FROM AUTHOR]
