Abstract

Context and background: Land production in Togo's cities in general and secondary cities in particular takes place in a dual institutional context: formal and informal. Land, being the foundation of any urban planning project, is by implication an excellent place for capital flows from all social strata. However, its management is subject to numerous hazards due, among other things, to the complexity of the standards, the lack of a single regulatory framework, the non-existence of land tenure arrangements and the absence of reliable data on land transactions and transfers. Faced with the phenomena resulting from this picture of social reality, namely: the accelerated commodification of land, stallion, the lack or insufficiency of evidence to support property rights, the question of being recognized as the legal owner of an estate or a parcel of land in an urban environment such as the Middle Mono1 is becoming more acute in the face of accelerated urban growth since the 1980s. Goal and Objectives: The objective of this work is to analyze the influence of land acquisition procedures, whether formal or informal, on the management of the communal territory of Moyen Mono 1. Methodology: A mixed-methods approach was taken to reporting. Qualitative data (books, theses, dissertations, articles, etc.) were consulted in libraries and scientific sites and quantitative data were collected from a sample of 163 people. Results and Findings: Analysis reveals a strong correlation between the disparity in the provision of urban facilities and services and the dysfunction of land information mechanisms. In the commune of Moyen Mono 1, the land title, which is the key to proof of ownership, is not available to any purchaser and only 3% of purchasers are informed by the land register. This situation remains dependent on the types of land transactions, 95% of which are carried out informally. The majority of city dwellers in Moyen Mono 1 do not have real property rights (in the modern sense of the term) but rather presumed title. This situation explains the irregular nature of human settlements and the unequal accessibility of the population to urban services in Moyen Mono 1. [ABSTRACT FROM AUTHOR]
