北京市南水北调水资源生态补偿标准研究.

Abstract

The ecological compensation standard for water in inter-basin water transfer should not only truly reflect the value of water resources in inter-basin water transfer, but also consider the economic affordability of the public in the water-receiving area. Taking Beijing, the water-receiving area of the Middle Route of the South-to-North Water Diversion Project as an example, the paper studied its ecological compensation standard, selected water supply, water resources regulation and storage and net primary productivity as the evaluation indicators of ecosystem service value, energy analysis theory was used to calculate the energy/monetary value of each index, and the the incremental value of the service value of the ecosystem in Beijing from the water supply of the South-to-North Water Diversion Project was comprehensively obtained. Conditional value assessment method was used to investigate the population between 20 and 70 years old people in Beijing who had lived continuously for more than half a year to determine the public’s willingness to pay. The results show that the increment of ecosystem service value of Beijing is 3.898 billion Yuan, the public’s willingness to pay is 915 million Yuan, and the willingness to pay is much lower than the increment of ecosystem service value. Based on this, the water resources ecological compensation standard of Beijing South-to-North Water Transfer Project is proposed, the Beijing’s ecosystem service value increment is the upper limit of the ecological compensation standard, and the public’s willingness to pay is the lower limit of the ecological compensation standard.
