Abstract

The article reports on the memorandums (memo) and other documents which showed the alleged efforts by lawyers of the U.S. Office of Legal Counsel to protect or expand presidential power, including the authority to declare war. Also cited are the enactment by Congress of the War Powers Resolution of 1973 after the Vietnam War to reassert Congress' power to declare war, and the memo of Supreme Court Justice Antonin Scalia supporting President Gerald R. Ford's plan to send troops back to Vietnam.
