Abstract

The modern construction industry is a complex system that combines technological, economic, social, organizational and legal aspects. It has a spatial axis for locating capital facilities on a certain territory and a time line that determines the historical formation, current state and prospects for developing territories. The result of the construction system is ready-to-use real estate objects. It is very important for them to meet all the requirements of civil law and building codes. Despite this, in the real estate market, illegally erected buildings are quite common, and the volume of construction of these buildings has become extremely large. Violations interfere with the economic development and create social conflicts. The issues of illegally erected buildings are solved by the authorities of most cities. Their solution depends on local initiatives and partnerships between government authorities, business communities and citizens. Therefore, it is necessary to reduce the number of existing illegally erected buildings and prevent their construction, which can be achieved through a comprehensive analysis of causes of their construction, when developing measures, tools, regulations and creating conditions that allow the construction of buildings strictly in accordance with the current legislation.
