Abstract

Strategic directions of Ukraine's development in the context of European integration require a new conceptual basis for the institutionalization of power, the implementation of an innovative model of public administration. Given the democratic approach to transit for Ukraine, in parallel with the European Union, the most in demand is the conservative model of the "New Weberian State", which is necessary for its implementation in Ukraine, because our country has the necessary democratic potential for public initiative. strong state power, able to independently implement the functions of public goal-setting and appropriate organic decision-making, focuses on ensuring the process of modernization of the national public administration system to European standards and practices. The normative and legal conditions that are relevant for the modernization of the current system of public administration in Ukraine have been summarized in the context of the implementation of the principles of public administration. In Ukraine, the modernization of the public administration system, aimed at forming a new model of public administration, is possible in practice for taking into account the objective and subjective key prerequisites that are important for the effective implementation of decentralization regulations. Promising directions of decentralization in Ukraine have been presented: 1) organization of deconcentration of powers and resources, their legally defined transfer from certain central public administration bodies to the necessary local public administration bodies; 2) implementation of the principles of devolution of power; 3) certain powers and resources will be distributed in some way between state public authorities, self-governing organizations and market and public structures; 4) ensuring compliance with the latest models of public administration, formed on the basis of the concept of the New Public Administration.
