Abstract

Turkey has entered into a radical change process that has the quality of reform in the health field with the health transformation program, which started to be implemented in 2003. The aim of this study is to classify OECD countries according to health system indicators and to identify OECD countries with which Turkey is similar in terms of health system. In this study, multivariate statistical analysis methods, multidimensional scaling and clustering analyzes were used to determine similar and different aspects of OECD countries in terms of health system indicators. Within the scope of the research, the data of 17 health system indicators belonging to 33 OECD member countries were analyzed separately for the years 2002 and 2015. The variables that are effective in the clustering of countries and the differentiation of clusters have been determined. According to the results of multidimensional scaling analysis, Turkey is similar to Mexico, Hungary, Latvia, Poland, Slovak Republic in 2002 and Mexico, Estonia, Korea, Latvia, Poland in 2015 in terms of health system indicators. Research findings show that important steps have been taken to improve health indicators in the health reform process in Turkey. However, despite all these developments, Turkey was included in the cluster consisting of the developing country group including Mexico, Latvia and Poland in 2002, which refers to the pre-health reform period, and 2015, which refers to the post-reform period.
