Abstract

The article focuses on how responsibility based on culpability, moral accountability, and capability can improve the current regime that rests on responsibility by proximity. It mentions voluntarism of the Refugee Compact—expressed through each state declaring its own understanding and setting its own goals for responsibility sharing. It also mentions national arrangements can form in response to specific refugee situation.
