Abstract
- In the article, the author examines the laws in Florida that allegedly suppress African Americans' right to vote, particularly the provisions of the Florida Statute section 98.0751 mandating felons to pay all their legal financial obligations to regain their voting rights. Also cited is the reason why the U.S. Eleventh Circuit allegedly erred in its ruling reversing a district court's decision stating that the section's poll tax provision violated the 24th constitutional amendment.
