Abstract
- The article discusses why Vladimir Putin and the West misunderstood Ukraine in the recent war. Topics include Putin never considered Ukraine as sovereign state and he hoped that Western powers would exert pressure on Ukraine to implement the Minsk Agreements in favor of Russia; Putin also assumed that invasion would create material fissures among Western countries; and Ukraine stated the requirement of security guarantees from nuclear powers West and NATO, which have been declined so far.
