At the 30th anniversary of their dialogue relations, China and ASEAN agreed to upgrade their relationship to a comprehensive strategic partnership for peace, security, prosperity and sustainable development. China-ASEAN relations have been a cornerstone for the post-Cold War peace and prosperity in East Asia and the core for Asian regionalism. Under the three guiding principles of creating strategic opportunities, constructing developmental peace, and adhering to ASEAN centrality, their relationship has been dynamic and substantive. As the China-ASEAN relationship becomes increasingly asymmetric and China-US interaction in the region becomes more competitive in the years after the 2008 global financial crisis, ASEAN has developed mixed feelings and perceptions about China’s growing power and influence in the area. In particular, ASEAN has felt anxious about the impact of intensifying geopolitical competition on the regional cooperation process and ASEAN centrality. Since the outbreak of COVID-19, ASEAN has realized the urgency of strengthening its own cohesiveness, promoting major-power cooperation, and addressing non-traditional security threats such as infectious diseases to achieve post-pandemic economic recovery and sustainable growth. To build a future-oriented comprehensive strategic partnership, China should exercise restraint, shoulder responsibility, and work with ASEAN as equal partners to create a consensus-based regional order.
