In 1987, Moshe Amirav began unofficial secret negotiations with Palestinian intellectuals from the interior to reach a common agreement on a draft memorandum to be ratified by their leaders. The meetings lasted throughout the summer and resulted in a joint document establishing the general principles of peace between the two peoples. However, this draft was never ratified, causing serious consequences for its creators.
