Abstract
- The article focuses on framework and history of Safe Third Country (STC) agreements and reliance on the current construction of the statute could lead to devastating results for asylum seekers, using the agreements. It mentions solution to the STC exception by looking at multiple sources, including laws and judicial opinions from Canada and Europe and issued by the United Nations High Commissioner for Refugees (UNHCR). It also mentions the U.S. Immigration and Nationality Act (INA).
