The world is familiar with the successive laws through which the U.S. has protected its population against the disagreeable results of immigration. The the decree of October 2, 1888, followed by the law of August 8, 1893, required foreigners residing in France to make a declaration to the police authorities and to carry papers which should be vise, in the commune to which they moved, each time that they changed their residence.
