the article analyzes the socio-historical affiliations of the discourse of optimization of the physical and human resources of the federal universities proposed by Program to Support Restructuring and Expansion Plans of Federal Universities (Reuni). Thus, the investigation seeks to identify the conditions of production that support this optimization discourse, given that the idea that there are underused, poorly used or wasted resources in institutions that have long publicly denounced government scrapping and clamoring for help. To this end, in the light of Discourse Analysis affiliated with Michel Pêcheux, in conjunction with historical-dialectical materialism, we analyze the conditions of production that support this discourse. Throughout the text, it is demonstrated that, in addition to being in line with Capital's demands for precarious increase in the level of education in Brazil, the Reuni discourse also updates a discursive memory of the 1968 university reform. Thus, it ís concludes by stating that the Reuni is characterized as the old man dressed again, insofar as its optimization discourse is a discursive update of the idea of rationalizing material and human resources proposed by the university reform of the Brazilian Military Dictatorship.
