Abstract

DIN EN 1998‐1/NA‐2021 within the context of German and European Code development The paper gives an overview of the basic investigations, partly controversially discussed issues and milestones, which have been established in the long‐term activity of the Standardization Committee (NABau) and its Technical Committee for Earthquakes and Special Questions (NA 005‐51‐06 AA as the Mirror group to CEN/TC 250/SC 8), and which finally have contributed to the National Annex DIN EN 1998‐1/NA‐2021. Corresponding research work is recognized in a synopsis and as an introduction to this special issue. The NA refers to the 1st generation of Eurocode 8; work of the 2nd generation shows the direction in which standardization will develop with regard to the design goals and verification methods. In the outlook it can be stated that the NA is already taking up or implementing essential lines of the ongoing development. From the review of the chair persons it becomes clear which decision‐making constraints exist in the stress field of necessary safety requirements and supposed economic restrictions, and that the earthquake‐resistant regulations do not provide simple answers or solutions, especially for national risk decisions. It shows the changes that have been introduced in the international and European standards development compared to the previous DIN 4149:2005. In addition to the hazard and load action parameters, they particularly focus on the investigations initiated for the nationally dominant masonry buildings, in order to enable the practicing engineer to apply a wide range of simplified rules and to provide the necessary decision criteria and design tools.
