On the basis of in-depth field investigation and issues research, this paper had conducted a preliminary review of the draft legislation on the Protection of the Yellow River and the draft law on the Protection of the Yellow River (Draft) (Draft for review ) and put forward a series of modification suggestions on some imperfections. For an example, it was considered that the legislation of the Yellow River should fully reflect the scientific concept of paying equal attention to protection and harnessing and highlight the main tone of the Yellow River harnessing and protection. It was better to amend the name of this law as the Law on the Protection and Control of the Yellow river, which was more accurate than the original name. Since the content of this law far exceeded the scope of the Yellow River harnessing and protection, the name of this law also could be revised as the Yellow River Management Law or the Yellow River Protection mid Management Law as the Yellow River is the mother river of the Chinese nation and the cradle of Chinese civilization, it was suggested that for the clause of "Legislative Purpose ", the sentence of" realizing the harmonious coexistence between man and nature, the great rejuvenation and sustainable development of the Chinese nation" should be added after the sentence of making the Yellow River become a happy river for the benefit of the people. In view of the greater function of the production dike in flood control and disaster reduction, relying on the river engineering, the high standard of the production dike should he transformed into the first line of defense, the levee should he the second line of defense, and then the road between the two lines of defense should be upgraded into a lattice dike, forming a situation of " coexistence of three dikes", so it was neither realistic nor necessary to dismantle the production dike step by step.
