MINISTERIO DE EDUCACIÓN NACIONAL DE COLOMBIA: UN NUEVO MODELO DE GESTIÓN Y REDES COLABORATIVAS PARA UNA EDUCACIÓN CON CALIDAD.

The research project is the product of the master's thesis and it focuses on proposing the guidelines for a new organizational management model that incorporates a strategic planning methodology capable of guaranteeing satisfaction and comprehensive provision of quality educational service. The initial analysis focuses on the current management model of the Colombian Ministry of National Education. It analyzes the main elements of planning and organizational strategy of the last two governments 2014-2018 and 2018-2022 where gaps, dysfunctions and inconsistencies between the components such as mission, vision, objectives, strategies, services and products are identified, and which respond to the causes of the serious educational crisis in Colombia. The analysis of the management model provides alternative solutions that are addressed in six innovation proposals for the institution. It presents the approach of a strategic planning methodology for the educational sector adapted to the educational needs of society and adopting education as a factor in continuous growth and expansion. An open, collaborative, comprehensive and intelligent management model is then proposed where Science, technology and innovation act as the potential of education in society, digital transformation and artificial intelligence are tools of technological innovation that open spaces and scenarios for true citizen participation. The innovation in institutional management will allow the Ministerio de Educación Nacional to recover governance, legitimacy and manage to contribute public value. [ABSTRACT FROM AUTHOR]
