Abstract

The power/arbitrary power that the states have employed as a means of foreign policy instrument has reached a level that threatens the international system with the First World War. This situation makes the existence of a general will through the interstate organizations a current issue in order to weaken the phenomena of using force. In this context, the League of Nations, which was founded in 1919, brought the issue to the agenda and identified common sanctions against an aggressive state. The Briand-Kellogg Pact (1928), which was signed as a result of the efforts of the French and US foreign ministers after a while, banned all kinds of wars except for the defence. Before the end of 1928, 46 states, including Soviet Russia, participated in the Briand-Kellogg Pact. In the same year, Turkey was among the signatories as a result of the will which claims that "Turkey's joining the Pact corresponds to the national interests" However, the ineffectiveness of the League of Nations and the expansionist attitudes of Japan, Germany and Italy began to leave the peace efforts on paper. In this study, these developments, archive sources, official publications, copyrighted and critical works, the national and foreign press have been examined and analysed. [ABSTRACT FROM AUTHOR]
