DEMOCRACIA E PARTICIPAÇÃO SOCIAL NO CICLO DAS POLÍTICAS PÚBLICAS.

Current paper evaluates aspects of democracy and social participation in public policies. Discussion comprises the possibility of social participation in all stages of public policies, coupled to the hypothesis of the same in all phases. Public policies are analyzed through concepts and aspects with regard to contents. Democracy, citizenship and the need of social participation will be investigated. Hypothesis of participation in all stages will be analyzed by means of bibliographical and documentary reviews through a qualitative approach by employing Brazilian and international bibliography.
