Abstract
- This article discusses how a model based on Fricitionless Data (FD) can assist in the publication of open government data (DAGs). FD is an initiative of the Open Knowledge Foundation, which aims to remove the "friction" in working with the data, that is, when a lot of time and resources is lost to understand and work with the data. Within public institutions, the absence of standards for publishing and processing DAGs is a common problem when it comes to opening DAGs. The study sought to contribute by applying the model to the data set with information on good practices carried out by the Judiciary related to the Sustainable Development Goals (SDGs). Through a bibliographic survey, the main characteristics present in the models for opening DAGs and barriers inherent to the publication process were identified in the literature. The laboratory research technique was used to describe and analyze the application of the proposed model in a controlled environment for specific purposes of this research. The model was based on the Data Publication Workflow, a flow for publishing data available on the website of the Frictionless Data initiative and that addresses steps such as packaging, processing and publishing the data. The application of the model also used open source tools based on Frictionless Data. The results showed the feasibility of the model for opening a set of open government data, as well as demonstrating that the tools available in the Frictionless Data initiative contributed to the verification of stages of the model. It was concluded that the model needs validation in other contexts, for example, integration and opening of different public bases related to the SDGs. [ABSTRACT FROM AUTHOR]
