How to carry out emergency services in public health emergencies is an important issue that academic libraries need to solve urgently. Therefore, this research constructs an emergency service system for public health emergencies. Based on this system, this article summarized the situation through surveys on 137 "Double First-class" academic libraries in China by means of website visit, social media visit and content analysis on aspects of COVID-19 information release, off-campus access to electronic resources, open access electronic resource integration, remote reference services, online subject services, and non-contact paper document delivery services of these libraries. And then it proposes specific countermeasures for academic libraries to improve the level of emergency services, such as providing emergency information services, optimizing digital resource services, improving reference service, strengthening education and training services, implementing emergency response management, carrying out social disaster relief support, and attaching importance to sustainable development.
